Shifts in Resource Allocation Preference Following Panel Discussion

The effect of panel discussion on resource allocation preferences was tested in the current study. Individual preferences for allocating resources were first determined using the Allocations Dilemma Questionnaire developed by Kroeck and Small (1985). The ADQ provides a measure of individual preference for allocating resources based on four allocation strategies: need, power, proportionality and merit. Comparisons between individual preferences for distributing resources and those based on consensus derived through panel discussion revealed a shift in preferred choice of resource allocation strategy toward greater emphasis on meritfollowing panel discussion. The effect was found for allocations to both meritorious individuals and groups. There was a decrease in preferencefor allocating resources to needy and powerful individuals, but not to powerful groups following panel discussion.
